Recognition for some 23rd TASS Troops

Colonel Pallister, 23rd TASS Commander appears to have some makeshift eagles on his shoulders following what may have been a ceremony of him recognizing his troops and maybe them giving him some special recognition. The names I can read from the nametags include:

First Row: A2C Dennis, A2C Carlson, and TSgt Crisp.

Back Row: A2C Dunnigan, A2C ??; A2C Crayton, Colonel Pallister, ?? Horvath, TSgt Ament, and TSgt Stewart
