In March, a pair of Crickets discovered major construction in the jungle northeast of the Chokes.  Snaking back northeast toward the Vietnamese border was a major road.  Much of the construction was under the jungle canopy, and areas in the open showed a marked attempt to conceal the construction under trellis work.  Captain Albert "Ken" Millay's flight of O-1s turned northeast and scouted the road's path until it intersected previously known roads near the coast of North Vietnam . Their discovery was a previously unknown, 40-mile segment of road.  This road connected Route 911 (just north of the Chokes) to Route 101 (just southwest of the North Vietnamese port of Quang Khe ).

The initial FAC reports were met with skepticism by personnel at Saigon .  Only after the Crickets, using their personal 35mm cameras, had photographed the extensive construction activities did the intelligence personnel recognized the significance of the reports.
